FROM trickles of information so far released on official efforts to stem the tide of Boko Haram insurgency in the country, it cannot be said that there is a shortage of recommendations. That much is clear from the report, first, of the Ambassador Galtimari panel set up on July 2 last year; and second, of the Abba Moro-led presidential Committee on the White Paper, which government accepted the other day. According to Mr. Moro, government’s acceptance of the committee’s recommendation was “intended essentially to bring about peace and address some of the issues raised by the (Boko Haram) sect that have been perpetrating violence in parts of Nigeria.” That is heartening, but it can only be the beginning of resolving an intractable impasse.

The Minister of Information, Labaran Maku who spoke to the media after the Federal Executive Council deliberated on the White Paper indicated that the report was extensive, covering both the security and the political aspects of government’s responsibility. The Attorney General of the Federation and Minister of justice is expected to commence the implementation of the White Paper. Mr. Moro had also hinted that some of the issues raised in the reports cut across Nigeria, involving for instance, the controversial concepts of indigeneship and settlership.
